Providers whose qualifying worldwide revenue meets the threshold (set at 250 million pounds, subject to Parliament) and who are not exempt must notify Ofcom for their first fee-paying year and on entering or leaving fee liability, with details of all regulated services, revenue and supporting evidence (Fees Notification Regulations 2025, S.I. 2025/747; Qualifying Worldwide Revenue Regulations 2025, S.I. 2025/1032), and pay fees (s.84). The first charging year is 2026/27, with notifications due by 11 April 2026 per Ofcom. Penalties are capped at the greater of 18 million pounds or 10 percent of qualifying worldwide revenue.
