UK Online Safety Act 2023 s.15: User empowerment duties (Category 1)

Category 1 services include, so far as proportionate, features adult users can apply to reduce their exposure to, or be alerted to, content encouraging suicide, self-injury or eating disorders and content that is abusive towards or incites hatred on grounds of race, religion, sex, sexual orientation, disability or gender reassignment; make the features available to all adults and easy to find; offer every registered adult user, at the earliest opportunity, a choice about each default setting; explain the features in the terms of service with a summary of the s.14 assessment; and provide features to filter out non-verified users. Status: applies to designated Category 1 services only once Ofcom's first code for this duty is in force (s.51); Ofcom consulted on Category 1 measures in July 2026 (closing 2 October 2026) with final codes expected by mid-2027.
