Category 1 services carry out, keep current and repeat before significant changes an assessment of the incidence of content covered by the user empowerment duty (suicide, self-injury and eating disorder content, and abuse targeting or hatred against listed characteristics) and of how likely adult users, and particular groups, are to encounter it, taking account of algorithms, functionalities, patterns of use and design choices. Status: applies once a service is designated on Ofcom's register of categorised services (first published 10 July 2026); the related s.15 duty waits for Ofcom's first code (s.51).
