Dashcam images of identifiable people are personal data; inward cameras capture drivers and passengers, outward ones other road users. Audio should be switched off by default and triggered only in exceptional circumstances; the ICO's example has non-continuous inward and outward cameras that the driver can disable off duty, with audio triggered only by, say, a threatening passenger.
