UK Concordat on Open Research Data (UKRI) P4: Reasonable right of first use

What does P4 require?

Creators of original data have reasonable, well-defined exclusive first use, set as disciplinary norms through learned-society consultation and allowing time to verify data; exceptions apply where the public interest demands immediate release (for example a public health emergency); withholding initial datasets in long-term studies needs prior serious justification; any exclusive period is planned in the data management plan and data underlying publications is still released as close to publication as possible (Principle 4).
