UK Concordat on Open Research Data (UKRI) P2.3: Commercial, collaborator and third-party constraints

What does P2.3 require?

Protocols govern whether, when and how commercially sensitive data from collaborative research is opened, balancing openness with commercial incentives and partner contributions; delays for exploiting results, third-party licence restrictions, protection of sensitive environmental or cultural sites and disproportionate supply costs are legitimate reasons; data is not shared where it would infringe intellectual property, confidentiality or other legal restrictions (Principle 2).
