UK Concordat on Open Research Data (UKRI) P2.1: Restrictions justified case by case

What does P2.1 require?

Restrictions on openness are justified and justifiable case by case, never blanket; decisions on what to preserve and open are made by researchers under a verifiable and transparent institutional oversight process, planned from the start and recorded in the project's data management plan, and those withholding data are prepared to justify it (Principle 2).
