The five cross-sectoral principles (for regulators to apply) – UK AI Regulation Framework

UK AI Regulation Framework P2: Principle 2: Appropriate transparency and explainability (non-statutory, applied by regulators)

AI systems should be transparent (relevant people are told how, when and why an AI system is used) and explainable (relevant parties can access and understand how it reaches decisions) to a degree proportionate to risk and achievable with the state of the art, so that regulators can give effect to the other principles and affected people can enforce their rights; regulators may ask life cycle actors for information in a set form, including product labelling, and point to technical standards. The guidance treats this principle as a precondition for the other four.
