Four conditions attach to an external actor engaged to scan. During the assignment it is not bound by non-disclosure or similar agreements with the operator that would restrict the supervisory authority's access to relevant information. It can protect assignment-related information securely. It uses information obtained in the scan only to carry out that scan. It destroys the information when the assignment is complete unless otherwise agreed with the operator under supervision.
