South Africa Promotion of Access to Information Act (PAIA) s46: s.46 Disclose despite a refusal ground where the public interest override applies

What does s46 require?

Despite the refusal grounds (other than the SARS ground), the information officer must release the record if it would show a serious breach of, or non-compliance with, the law, or an imminent and serious risk to public safety or the environment, and the public interest in releasing it clearly outweighs the harm that ground guards against.
