The employer or self-employed person eliminates cold stress at source where reasonably practicable. Where that is not practicable and exposure does not exceed the Table 1 OEL, the minimum measures are alternative working methods that reduce exposure, plant and machinery designed to reduce cold stress where applicable, maintenance programmes for plant, the workplace and its systems, review of how workplaces, workstations and rest facilities are designed and laid out, review of the risk assessment, monitoring programme, screening, surveillance and controls, limiting the duration and magnitude of exposure so the Table 8 periods are not exceeded, and dry, adequately insulated whole-body protective clothing and equipment. Monitoring takes account of dry-bulb temperature and air velocity to determine the time-weighted average equivalent chill temperature, runs over at least four hours, during the coldest period of the shift and in the year's coldest quarter as the risk assessment determines.
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
