Every designer, manufacturer, importer or supplier, so far as reasonably practicable, incorporates the applicable health and safety standards of the Regulations in design and manufacture, designs and manufactures plant and machinery so that, properly used, it exposes people to the agent as little as possible, supplies it in a form whose transport, receipt, storage and handling involve little exposure, installs it so that proper use keeps exposure low, provides the information, instruction and training needed to keep exposure low during use, and gives potential users information on appropriate maintenance for safe operation and use.

3 Information, instruction and training: consult and inform representatives or the committee about risk assessments, monitoring, training, screening and surveillance and their documented outcomes; comprehensive practical and theoretical training before any exposure on the listed topics; annual refresher training; and training of mandataries and other affected persons
