South Africa Major Hazard Installation Regulations 2022 13: Licence to operate (high hazard): apply to the chief inspector with written proof of occupancy from local government, existing establishments within 36 months, a licence that may carry conditions, is not transferable and lapses if operations do not start within 12 months, and may be suspended, withdrawn or varied

What does 13 require?

Whoever operates a high hazard establishment applies to the chief inspector for a licence to operate, existing duty holders within 36 months of the Regulations taking effect, supplying the local government's written proof of occupancy. The chief inspector may issue the licence, refuse with reasons or issue it subject to reasonable and necessary conditions; the licence cannot be transferred to another establishment and lapses if a new installation has not started operating within 12 months of issue; and the chief inspector may suspend or withdraw it where conditions are not met or alter a condition after consulting the duty holder and the representative or committee.
