Having consulted the health and safety representative or committee concerned, the duty holder has an approved inspection authority perform a SANS 1461 risk assessment at least every five years and whenever the establishment changes, tells the representative or committee in writing what arrangements were made and lets them see and comment on the results. Where the assessment is reviewed or revised although the establishment has not changed, an updated report goes to the chief inspector, the provincial operations chief director and the local government within 60 days. The latest report is kept on site for an inspector or the local government to inspect; for rolling stock in transit the railway operator carries out and makes available a transit risk assessment and takes the precautions public safety requires; and the duty holder lets any affected or interested person scrutinise the assessments at a time, place and in a manner agreed between them.
