Element 4 Evaluation: performance measurement, investigation, audit, senior management review – Saudi Arabia Occupational Safety and Health Management Regulation

Saudi Arabia Occupational Safety and Health Management Regulation 4-1: Performance measurement and control: OSH performance monitored, measured and recorded proactively on a regular basis and reactively after events, covering plans, standards and objectives, inspections of buildings, plant and work systems, the work environment, workers' health, legal compliance and KPIs; injuries, ill health, rehabilitation, other losses and needed improvements identified, reported and investigated; quantitative and qualitative KPIs; responsible persons at each level; and all results recorded

What does 4-1 require?

To establish how far the OSH policy and objectives are implemented and risks controlled, the facility ensures OSH performance is monitored, measured and recorded, both proactively on a regular basis, for example twice a year, before any specific situation arises, and reactively in response to events such as work injuries and accidents. Proactive monitoring covers achievement of OSH plans, standards and objectives, OSH inspections of buildings, plant, equipment and work systems, supervision of the work environment such as sanitary facilities and canteens, supervision of workers' health, verification of compliance with Saudi legislation and other commitments, and progress against the KPIs and objectives; it also identifies, reports and investigates injuries, ill health, disease and work accidents, worker rehabilitation and recovery programmes, other potential losses such as property damage, and any improvements needed in identifying, preventing and controlling risks. The facility develops quantitative KPIs such as injury numbers and qualitative KPIs such as workers' assessment of management commitment to best practice, names the people at each level of the structure responsible for monitoring and measurement, and records all results in its documentation system. Applies at the intermediate and highest levels (not required at the lowest level).
