The facility and its management carry full and ultimate responsibility for a safe and healthy workplace for workers, visitors and passers-by the site could affect, and provide the resources needed to meet the OSH objectives, including money, people, technology, infrastructure and equipment, information technology and experience and training. The facility defines the role, responsibilities, accountability and powers of every worker with OSH duties, records them in job titles, manuals or procedures and sends them to the people concerned. It appoints one or more officials at management level with the authority to develop and implement the regulation in the facility, review and evaluate it regularly, report periodically to the other departments on its performance, and promote participation by all workers, for example by talking with them regularly and weighing their views in OSH decisions. Through email, posters, presentations or other channels it communicates at every level that OSH is a shared liability, that workers must protect their own safety and health and that of colleagues and of anyone else in or close to the workplace, that workers must cooperate with the employer, colleagues and anyone discharging an OSH duty by following instructions and training, reporting hazardous conditions and handling tools, equipment, devices and clothing safely, and who the appointed persons responsible for identifying, evaluating and controlling OSH risks are. Applies at the lowest, intermediate and highest levels.
