A residential tenancy is advertised or offered only at a stated fixed rent. No one invites, solicits or accepts an offer of more than that advertised rent, and no one accepts a rental bond for premises offered without a fixed rent (a sign on the premises alone is exempt). The lessor or agent also includes or discloses with any advertisement or offer the information prescribed by regulation, and does not accept a bond for premises offered without it.
