Every place of employment organises a health and safety committee (within sixty days of the Standards for existing establishments and within a month of starting for new ones) and reorganises it every January. Composition follows headcount: Type A above 400 workers with a top operating official as chairman, two department heads, four workers (union members where organised), the company physician and the safety man as secretary; Type B for 201 to 400; Type C for 100 to 200; Type D below 100 with the manager, a foreman, three workers, the nurse or first-aider and the part-time safety man; and a Type E joint coordinating committee where several establishments share a building. The committee plans and develops the accident prevention programme, directs prevention efforts, meets at least monthly, reviews inspection and investigation reports and programme implementation, reports to the manager, assists government inspectors, initiates and supervises safety training and keeps a disaster contingency plan with organised emergency services. The employer establishes written safety policies delegating responsibility and authority, reports the policies and the committee organisation to the enforcing authority within a month of organisation or reorganisation and reports the health and safety programme at least quarterly, and gives the committee leadership and support; workers cooperate and follow safety rules; and the safety man's duties are listed in Rule 1047. RA 11058 and D.O. 198-18 later restated committee composition; the Rule is read with them.
