Rules 1000 to 1050: General provisions, other safety rules, registration, training of safety personnel, health and safety committee, accident notification and records – Philippines Occupational Safety and Health Standards

Philippines Occupational Safety and Health Standards R1020: Rule 1020 Registration: every employer registers each establishment with the Regional Labor Office before operating, free of charge, with a scaled floor-by-floor layout plan, and re-registers on a change of name, location or ownership or on re-opening

What does R1020 require?

Every employer registers the business with the Regional Labor Office having jurisdiction so that it forms part of the databank of covered establishments. Each establishment in a single location, whatever its size, is one registrable unit; existing establishments registered within sixty days of the Standards taking effect and new establishments register within thirty days before operating. Registration uses the prescribed DOLE form in three copies, is free and lasts for the life of the establishment, with re-registration as a new establishment on a change of business name, location or ownership or on re-opening after closure, and includes a floor-by-floor layout plan at 1:100 showing where storage, exits, aisles, machinery, the clinic and emergency devices are located. Later DOLE issuances (RA 11058 and D.O. 198-18) carry forward the registration duty; the Rule is read with them.
