Rules 1000 to 1050: General provisions, other safety rules, registration, training of safety personnel, health and safety committee, accident notification and records – Philippines Occupational Safety and Health Standards

Philippines Occupational Safety and Health Standards R1030: Rule 1030 Training of personnel: Bureau-prescribed OSH training through accredited organisations, the training as a prerequisite for appointment as safety man, and the number of full-time or part-time safety men by headcount and hazard classification with at least four hours a week for part-time duty

What does R1030 require?

The Bureau runs or accredits continuing OSH training programmes to Bureau-prescribed courses, with accreditation criteria, audits and cancellation for non-compliance. Completion of the prescribed course is a prerequisite for appointment as the safety man of a place of employment. Employers appoint trained supervisors or technical personnel as safety men in the numbers the Rule sets: in hazardous workplaces one part-time safety man up to 200 workers, one full-time from 201 to 1,000 and one more full-time for every further 1,000; in non-hazardous workplaces one part-time below 1,000 and one full-time for every 1,000. A part-time safety man is given at least four hours a week for the duties set out in Rule 1040, and Rule 1034 sets the qualifications of safety consultants and prohibits unaccredited practice. RA 11058 and D.O. 198-18 later re-set safety officer levels and numbers; the Rule is read with them.
