Clause 6: Integrating carbon management into decision-making – PAS 2080:2023

PAS 2080:2023 6.2.2: Asset owners/managers at the need and optioneering stages

What does 6.2.2 require?

On top of 6.1 together with 6.2.1, before deciding that a new scheme is needed the owner or manager shows it has weighed whether the scheme would help its network and system move to net zero; works out which schemes make up its share of that move and lays down a dated plan that meets or beats the targets; identifies the carbon cost of the climate resilience the asset, network or system needs; looks for, and favours, chances to change land use or use nature-based measures that help decarbonise the network or system; fixes what lies inside the study boundary, network and system effects included; quantifies carbon effects under clause 7, concentrating first on the emissions and removals that could decide which option is lowest in carbon; compares every option's whole life carbon over the lifetime of the outcome sought rather than of a single asset; sets baselines and dated targets for the scheme; and can show it considered alternatives with less whole life carbon and options that make the most of existing assets where that gives the lowest result.
