On top of 6.1, the owner or manager builds and runs a carbon management process fitted to its schemes at asset, network or system level; hands out and communicates unambiguous responsibility for each part of it to the members involved at each work stage; puts decarbonisation and net zero alignment at the heart of what each scheme is for and what it demands; keeps in step with sector, regional or national ambition or says clearly why it has not; brings its own asset standards and guidance into line with clause 4; sets governance under 4.4, including decision gates in each stage at which every scheme is questioned on whole life carbon; tells the chain what assessments are required, network and system effects included, so that tools and data are consistent; fixes why and how often emissions are assessed and reported during delivery so that the results reach decisions in time; sets up buying arrangements that let low-carbon answers through; and creates a collaborative setting for everyone implementing the process.
