Portable ladders remain subject to Subpart X as well as this section, except that paragraphs (b)(5)(i) and (b)(12) of 1926.1053 do not bind ladders used on structures or conductors during overhead line work. Such ladders and platforms must meet four conditions: platforms, as configured in use, hold 2.5 times their maximum intended load or more without failing; neither ladders nor platforms are loaded beyond their designed working loads; both are secured so they cannot be dislodged; and both are used only for applications they were designed for. Metal and other conductive portable ladders are banned near exposed energized lines or equipment; the exception is specialized high-voltage work, where conductive ladders are required if the employer shows nonconductive ones would pose the greater hazard.
