Covers motor vehicles running inside an off-highway jobsite that is closed to public traffic; equipment regulated by 1926.602 is excluded. Each vehicle needs service, emergency and parking brake systems, which may share components, all kept operable. When visibility calls for more light, vehicles in use must have at least two working headlights and two working taillights, and brake lights must work at all times whatever the light. An adequate audible warning device must be fitted at the operator's station and work. A vehicle with an obstructed rear view may be used only if it has a reverse alarm that can be heard over surrounding noise, or it is backed only when an observer signals it is safe. Cabbed vehicles need windshields and powered wipers; cracked or broken glass is replaced, and vehicles used where windshields fog or frost need working defoggers or defrosters. Haulage vehicles loaded by cranes, power shovels, loaders or similar need a canopy and/or cab shield protecting the operator from shifting or falling material. Tools and material carried in the same compartment as employees must be secured. Vehicles carrying employees need seats firmly secured and sufficient for the number carried. Seat belts and anchorages meeting 49 CFR part 571 (Federal Motor Vehicle Safety Standards) must be installed in all motor vehicles. Dump trucks need a permanently attached, lockable positive support to prevent the body dropping during maintenance or inspection; hoisting or dumping levers need a latch or similar device against accidental tripping; tailgate trip handles must keep the operator clear when dumping. Rubber-tired motor vehicle equipment must have fenders (the text sets May 1, 1972 for new equipment and May 1, 1973 for older equipment), with mud flaps allowed where the equipment is not designed for fenders. At the start of each shift every vehicle in use must be checked so that service brakes and trailer brake connections, parking and emergency braking, tires, horn, steering, couplings, seat belts, controls and safety devices are in safe condition and free of apparent damage; lights, reflectors, wipers, defrosters and fire extinguishers are included where needed. Defects must be fixed before the vehicle goes into service.
