Whenever work is under way, construction areas, ramps and runways, corridors, offices, shops, and storage spaces need lighting to at least the minimum intensities in Table D-3, expressed in foot-candles. The minimums are: 5 foot-candles for general construction area lighting; 3 foot-candles for general construction areas, concrete placement, excavations and waste areas, access routes, active storage, loading platforms, and refueling or field maintenance areas; 5 foot-candles indoors in warehouses, corridors, hallways and exitways; 5 foot-candles in tunnels, shafts and general underground workings, rising to at least 10 foot-candles at tunnel or shaft headings while drilling, mucking or scaling is done (cap lights approved by the Bureau of Mines are acceptable at the tunnel heading); 10 foot-candles in general construction plant and shops, for example batch or screening plants, mechanical or electrical equipment rooms, carpentry shops, rigging lofts, active storerooms, barracks, locker and dressing rooms, mess halls, indoor toilets and workrooms; and 30 foot-candles for first aid stations, infirmaries and offices. For any area or operation not listed, the section points to ANSI A11.1-1965 (R1970), the industrial lighting practice standard, for recommended values. Compliance is checked while work is going on, including night work, enclosed interiors before permanent lighting is energized, stairwells and underground headings, since the obligation applies whenever work is in progress in the listed spaces.
