OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.54: 1926.54 Nonionizing radiation

Only employees who are qualified and trained may be assigned to install, adjust or operate laser equipment, and each laser operator must carry proof of qualification at all times. Where employees could receive direct or reflected laser light above 0.005 watts (5 milliwatts), the employer provides antilaser eye protection as specified in subpart E. Areas where lasers are used are posted with standard laser warning placards. When transmission is not actually needed, the beam is blocked with shutters or caps or the laser is switched off, and a laser left unattended for a substantial time (for example lunch, overnight or shift change) must be turned off. Internal alignment of the laser may be guided only by mechanical or electronic detectors, and the beam must never be pointed at employees. In rain, snow, dust or fog, laser systems are not to be operated where practicable, and in any case employees are kept out of the range of the source and target area during such weather. Laser equipment must carry a label showing its maximum output. Employee exposure to light intensity is capped at 1 microwatt per square centimeter for direct staring, 1 milliwatt per square centimeter for incidental observing, and 2 1/2 watts per cm2 for diffused reflected light. Where possible, an operating laser unit should be set up above employees' heads (a should). Separately, microwave exposure is capped at a power density of 10 milliwatts per square centimeter.
