Applies to bulk oxygen systems on industrial and institutional consumer premises: assemblies with storage capacity of more than 13,000 cubic feet of oxygen (NTP) connected in service or ready for service, or more than 25,000 cubic feet including unconnected reserves on site. Supplier plants and smaller systems are excluded. Location: above ground outdoors or in a dedicated, adequately vented noncombustible building, not exposed by power lines or flammable or combustible liquid or gas lines, accessible to delivery equipment; noncombustible surfacing where liquid oxygen may leak (asphalt counts as combustible); diking or grading where the system sits lower than adjacent flammable or combustible liquid storage. Minimum distances from storage containers: 50 feet from combustible structures; 25 feet from fire-resistive or sprinklered structures (not less than half the wall height); 10 feet from openings; above-ground flammable liquids 50 feet (0 to 1,000 gallons) or 90 feet (1,001 or more); below-ground flammable liquid tanks 15 or 30 feet, with 50 feet to fill and vent openings; above-ground combustible liquids 25 or 50 feet; below-ground combustible liquid tanks 15 feet and 40 feet to openings; flammable gas storage 50 feet (under 5,000 cubic feet) or 90 feet; 50 feet from fast-burning solids; 25 feet from slow-burning solids; 75 feet and 35 feet from confining walls; 25 feet from congested areas. Firewalls can reduce most distances to 1 foot. Equipment: noncombustible supports; liquid containers from materials meeting ASME UG-84 impact tests, those above 15 psig built to the ASME code; gaseous containers to ASME or DOT; piping suited to oxygen per ANSI B31.1, with impact-tested material below -20 F; safety relief devices per ASME, DOT or CGA S-1 part 3, including on insulation casings, protected from freezing; vaporizers anchored, relieved and indirectly heated, grounded if electrically heated. Before service, equipment is cleaned of oil, grease and oxidizable materials; installation is supervised; field piping is proved gas tight with an oil-free nonflammable medium; equipment is protected from damage and tampering; enclosures are vented; the location is placarded "OXYGEN, NO SMOKING, NO OPEN FLAMES". Bulk oxygen sites are not hazardous electrical locations. Operating instructions are posted, systems are maintained, and wood and long dry grass are cut back within 15 feet of containers.
