Oregon OSHA Construction Rules (OAR 437 Division 3) 437-003-3600: Keep mechanised equipment and loads clear of power lines and treat every overhead wire as energised

What does 437-003-3600 require?

Equipment and its load stay at least ten feet from energised lines rated up to 50 kV and, for higher voltages, ten feet plus four tenths of an inch for each kilovolt over 50 kV or twice the insulator length but never less than ten feet (the Oregon replacement for the federal clearances); boom cages, insulated links or proximity alarms may be fitted but change no other requirement; when travelling unloaded with the boom down the adopted federal transit clearances apply; a person is designated to observe clearance and give timely warning where the operator cannot judge it visually; any overhead wire is treated as energised until the owner or utility confirms otherwise and it is visibly grounded; and before work near transmitter towers that can induce charge the transmitter is de-energised or tests are made and the stated grounding and non-conductive precautions taken.
