Whenever a lift truck lifts personnel without controls at the platform, a work platform with standard guardrails or equivalent firmly secured to the carriage or forks is used, the hydraulics are designed so a failure cannot let the platform descend faster than 135 feet a minute, an operator stays at the equipment, in the normal operating position, whenever workers are aloft and during raising and lowering, the vehicle does not travel with the platform above four feet while occupied except by very slow inching when necessary, and a screen or guard prevents contact with lift chains and other pinch or shear points.
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
