NHS England HTM 06-01 Electrical Services Supply and Distribution (2017 Edition) 3.2-3.11: Electrical Safety Group: constitution, reporting line and authority

Each healthcare organisation should run a multidisciplinary Electrical Safety Group that takes over from any existing electrical health and safety committee with a wider remit. It should inform design of new premises and alterations, commissioning, operation, maintenance and decommissioning; oversee maintenance and operation by monitoring, recording and acting on electrical safety issues; have defined roles and responsibilities; sit in the governance structure and report to the designated Board-level person; and be chaired by someone with suitable management responsibility, knowledge and competence (such as the head of estates operations). Decisions that affect resilience, safety or integrity of the electrical systems should not proceed without the Group's agreement, and the Group should make sure the expertise needed for those decisions is available. Typical members: estates staff, the Authorising Engineer, Authorised Persons, clinical engineering, clinicians and specialist users, designers, finance and others co-opted as needed.
