What does HTL-9 require?

Chapter 9: hotel energy coverage includes HVAC, lighting and power in common areas, guest rooms and back of house, lifts, guest and staff car parks, kitchens and restaurants serving guests with charge-to-room, laundries, heated pools, function rooms, guest gyms and day spas, and any retail with charge-to-room; water coverage includes all taps, showers, baths and toilets, HVAC and cleaning water, pools, gyms, laundries, charge-to-room restaurants and spas, metered fire water and site irrigation. Unserviceable rooms and unoccupied spaces stay in. Car park exclusion follows the office pattern; non-hotel water without charge-to-room is excluded only on its own meter, never by estimate; every exclusion is separately justified.
