Kotter 8-Step Change Model P5: Dual operating system: a volunteer network alongside the hierarchy

What does P5 require?

The organisation keeps its hierarchy for reliable day-to-day operations and adds a network, powered by the volunteer army and the guiding coalition, that works with network-like flexibility and agility outside but in conjunction with the hierarchy, constantly seeking opportunities, launching initiatives to capture them and completing them quickly. Kotter Inc. contrasts this with the 1996 process, which works through a small powerful core group within the hierarchy on one change at a time, and stresses clear communication and synchronisation between the two structures so the network's new practices take root.
