Beyond Articles 3 to 6, the minister may instruct a seller that refuses or unduly delays performing contract or cancellation obligations (including refunds), intentionally withholds other important matters affecting the customer's judgment when soliciting or to prevent cancellation, solicits without good reason contracts for quantities, frequencies or periods markedly beyond ordinary daily needs or otherwise inappropriate to the customer's assets, or engages in acts the ordinance lists as harming fairness; instructions are published and disobeying them is an offence (Article 71).
