What does RR46 require?

A ship station is under the supreme authority of the master or person responsible for the vessel, who must require operators to comply with the Regulations; the master and all who learn of radiotelegrams or information from the radio service are bound to secrecy of correspondence; the same applies to ship earth station personnel (46.1 to 46.4).
