What does RR43 require?

Aeronautical mobile (R) and mobile-satellite (R) frequencies are reserved for safety and regularity of flight communications along civil air routes, and (OR) frequencies for other aircraft communications (43.1, 43.2); HF aeronautical frequencies are assigned under Appendices 26 and 27 (43.3); stations listen before calling and governments may agree calling frequencies (43.5, 43.6).
