What does RR36 require?

An aircraft's mobile station is under the supreme authority of the person responsible for the aircraft, who must require each operator to comply with the Regulations; that person and all who learn information from the radio service must observe and ensure the secrecy of correspondence; the same applies to aircraft earth station personnel (36.1 to 36.4).
