Anyone seeking DDTC approval for a reexport, retransfer, other disposition or change of end use, end user or destination must supply the documentation required for a permanent export licence plus the original licence or exemption, a precise description, quantity and value, and the new end user, end use and destination; treaty-exempt items follow special request routes (123.9(c)). DDTC may authorise reexport of EAR items first exported under State authority for use with a defense article (123.9(d)). U.S.-origin components incorporated into a foreign defense article may be reexported to NATO, NATO agencies or governments, Australia, Israel, Japan, New Zealand or South Korea without prior approval if previously authorised, not significant military equipment or MTCR items, below the $25 million and $100 million contract thresholds, not barred by the original approval, and notified to DDTC within 30 days (123.9(e)).
