ITAR - International Traffic in Arms Regulations 123.14: Meet Import Certificate and Delivery Verification requirements when imposed

DDTC may require the Import Certificate/Delivery Verification procedure for exports to non-government entities in participating countries: the exporter submits the DSP-5 with the original import certificate authenticated by the importing government, and after delivery may have to furnish delivery verification from that government; for triangular transactions all parties, including the ultimate consignee, must appear on the certificate (123.14).
