ITAR - International Traffic in Arms Regulations 123.25: Seek licence amendments only for permitted changes

What does 123.25 require?

DDTC will consider amendments to permanent, temporary export and temporary import licences for adding a U.S. freight forwarder or consignor, correcting obvious typographical errors, changing the source of the commodity, or changing a foreign intermediate consignee that only transports and does not process the equipment; additional quantity, changes of commodity, destination, end use, end user or foreign consignee, and extensions of duration need a new licence reflecting only the unshipped balance (123.25).
