ISO/IEC 22989:2022 6.2.2a: Inception: set objectives and life-cycle-wide requirements

What does 6.2.2a require?

At inception stakeholders should determine why the system is needed, the problem it solves or the opportunity it serves, and the metrics of success. They should assemble requirements spanning the whole life cycle, since omitting deployment, operation and retirement requirements causes later problems; a multi-stakeholder approach with diverse expertise helps identify risks and unintended consequences. They should ensure the requirements fulfil the objectives, allow for the unpredictability of many AI systems, and consider regulation so that development and operation comply with mandatory policies. Inception ends with a feasibility decision, possibly after a proof of concept checking that the system addresses the defined problem or opportunity and meets specified capabilities.
