The organization shall decide which FM services within the scope set in 4.3 are to be monitored, and shall determine: how strategic objectives relate to one another; the performance of FM, with criteria both financial and non-financial for judging the effectiveness of this document; the data needed to set a performance baseline; what is to be monitored and measured; which methods of monitoring, measurement, analysis and evaluation will give valid results; when monitoring and measurement take place; and when results are analysed and evaluated. It shall retain documented information that evidences the results, assess the performance and effectiveness of the FM system, and build a framework for organizing and reporting that performance.
