Sub-elements of different ASILs, or safety-related and non-safety-related sub-elements, can coexist within an element when freedom from interference is demonstrated so that a failure of the lower-ASIL sub-element cannot cause a violation of the higher-ASIL requirement, otherwise the whole element takes the highest ASIL; part 11 4.7 names freedom from interference identified in coexistence analysis as a purpose of the DFA. The clause, per the SGS quotation, gives criteria for letting safety-related and non-safety-related sub-elements, or sub-elements of different ASILs, sit in the same element.
