Procedures should be developed that establish the prioritized activities to be resumed, the time frames within which they are to be resumed, the capacity levels at which they are to be resumed and the situations in which the procedure can be applied; each procedure should, wherever relevant, detail the resources needed to achieve its objectives at different points in time, which can include quantities of resources, skills and qualifications, technical equipment, telecommunications, and resources whose availability is secured by contract, mutual-aid arrangements or otherwise.
