Make sure those involved in or affected by an evaluation are identified, evaluators are competent and objective, evaluation reports transparently describe the products and services, objectives, findings and the perspectives, methods and reasoning used, and the delivery context is examined closely enough to identify influences on the service (9.1.4.1, 9.1.4.2).
