The validator shall develop evidence-gathering activities assessing recognition (acceptability to the intended user including eligibility, geographical and temporal restrictions, and whether the activity is real, quantifiable, verifiable, permanent and enforceable, re-assessed after confirming the calculations), ownership of the claimed reductions, GHG boundaries containing all relevant SSRs, baseline scenario selection (recognised by the intended user, established by a credible, documented and repeatable process, appropriate for the period, with conservativeness, uncertainty, common practice and the operating environment considered), activity measurements producing accurate, complete and conservative estimates, secondary effects and the completeness of their adjustments, quantification methodologies and measurements (accuracy and reliability, conservativeness, correct application, unmet ranges or assumptions noted), the GHG information system and controls (data corresponding to calculations, acceptability of factors and GWPs, record keeping, key risk points and controls, segregation of duties, collection frequencies, backup, statement content and distribution, intended user requirements), functional equivalence of project and baseline with the functional unit documented, the calculations (factors, unit conversions and GWPs, conformity with criteria), future estimates (approach and assumptions, scope applicability, data sources, and comparability of baseline and project across the period), uncertainty (greater than expected, its effect, the course of action) and sensitivity (assumptions with high potential for change and their materiality).
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
