What does 3:5.1.3 require?

For verification the verifier and client shall agree the level of assurance considering the intended user's needs, the verifier assessing its appropriateness; the level shall be specified before the verification begins because it sets the nature, extent and timing of evidence gathering, and shall not be changed during the verification (the engagement may be terminated and a new one started at a different level); limited assurance verifications shall meet Annex A.
