Guidance: the organization should determine the resources needed to establish, implement, maintain and improve the environmental management system, with regard to competence, technology, infrastructure, information systems, resources obtained from outside, and the human, financial and other resources its particular activities, products and services call for, and should provide them in a timely and efficient manner. Allocations should consider current and future needs, can track benefits and capital and operational costs, and should be reviewed periodically including at management review, taking planned changes and new projects into account. Smaller organizations can use cooperative strategies with clients, suppliers, peers, standards bodies and universities. Knowledge is an important resource: the organization should consider what knowledge it already holds and decide how it will obtain, or gain access to, any further knowledge it needs.
