Guidance: in establishing environmental objectives the organization should consider the principles and commitments in its policy, its compliance obligations, its significant environmental aspects, and the risks and opportunities identified under 6.1.1, and can also consider effects on other activities, public image, findings from environmental reviews and other organizational goals. Objectives should be set for the organization as a whole and for each level and function that carries out work central to the policy commitments, be consistent with the policy and the commitments to protection, pollution prevention, compliance and continual improvement, and can be expressed as a performance level or defined by measurable, time-bound targets. They should be treated as part of the organization's overall management objectives. What each level and function contributes should be identified and individuals made aware of their responsibilities. Objectives should be kept as documented information and given to the people who must achieve them and to anyone else who needs them, for example for operational control.
