Chapter 4: the seven principles for responsible AI – Ireland Guidelines for the Responsible Use of AI in the Public Service (2025)

Ireland Guidelines for the Responsible Use of AI in the Public Service (2025) 4.1a: Assess fundamental rights impact before development and let affected people give feedback

What does 4.1a require?

Where an AI system could affect people's fundamental rights, the public body carries out a fundamental rights impact assessment, preferably before development starts so that effort is not wasted. If the assessment shows the system could affect people's rights and the project still goes ahead, those people are given a way to say how it affects them.
