Active monitoring, the proactive side, tracks delivery of specific plans, performance criteria and objectives; inspects work systems, premises, plant and equipment systematically; keeps the working environment, work organisation included, under surveillance; where appropriate keeps workers' health under surveillance through suitable medical monitoring or follow-up so that early signs of harm are caught and the effectiveness of prevention and control judged; and checks compliance with applicable law, collective agreements and other OSH commitments. Reactive monitoring covers the identification, reporting and investigation of work-related harm and incidents (with aggregate sickness absence records watched), of other losses such as property damage, of poor safety and health performance and system failures, and of workers' rehabilitation and health-restoration programmes.
